Bella Walser , Community Journalist Published: September 17, 2026 at 7:58 AM Updated: September 17, 2026 at 8:23 AM Tags: Roanoke , Wood Haven , Technology Park , Purchase , Agreement , Deal , City , County ROANOKE COUNTY, Va. – A regional authority voted Friday to enter a purchase agreement for land at Wood Haven Technology Park in Roanoke County — and the decision came after a meeting marked by significant opposition from city leaders and community members. The central question remains: What’s coming there? Pushback from city leaders Friday’s meeting drew vocal opposition from several prominent figures, including Roanoke Vice Mayor Terry McGuire, City Council Member Phazhon Nash and congressional candidate Beth Macy. Nash said he walked away from the meeting wanting more transparency. “I thought that perhaps maybe it would be a little more detailed about what exactly what’s going on, who were the players involved,” Nash said. Nash added he hopes the public gets answers soon. “But I hope that soon that information is public, then I can go and have those more open conversations with people,” Nash said. Here’s what we know The buyer is Clearview Dynamics LLC — and what public records reveal Public records show Clearview Dynamics LLC is on the other side of the deal. The company was formed in Delaware on Jan. 13, 2026, and registered to do business in Virginia on May 27, 2026. 10 News dug deeper into those public records. Corporate filings list Clearview’s address as 2801 Centerville Road in Wilmington, Delaware. A search of Delaware property records for that address shows the parcel is owned by CSC LITTLE FALLS 3 LLC, an entity associated with Corporation Service Company, or CSC. CSC is a corporate services company that helps businesses form and administer legal entities — including providing registered-agent and special-purpose entity services. The Centerville Road address appears in corporate filings for numerous companies that use CSC’s services. That connection led 10 News to Pamela Gregorski, whose name appears on Clearview’s corporate records and who works for CSC. Gregorski’s name has also surfaced in public records involving other special-purpose entities, including entities connected to data center developments, according to Wall Street Journal reporting. However, that history does not establish that Clearview Dynamics is planning a data center at Wood Haven, nor does it establish who ultimately owns or controls Clearview. CSC provides corporate services to companies across many industries. 10 News called, texted and emailed Gregorski and contacted her through LinkedIn, asking about her role with Clearview, who the company represents and what it intends to develop at Woodhaven. As of publication, she has not responded. Who owns the land — and why it matters The ownership structure of Woodhaven Technology Park reflects a regional partnership. Under the terms of the deal, the city of Roanoke holds about a 44% ownership stake, Roanoke County holds 44% and the city of Salem holds the remaining 12%. The general thinking at the time was that the county had the land, but the city had the money to help with development — a dynamic that helps explain why city leaders like Nash and McGuire have a direct financial and legal stake in how this deal unfolds. The property has been in development for years Woodhaven Technology Park spans more than 100 acres near the intersection of Interstates 81 and 581. The park has been in development for approximately a decade as part of regional planning to support large industrial users. In 2023, when water service was being expanded to the site, John Hull, executive director of the Western Virginia Regional Industrial Facility Authority, described the kinds of projects the park was designed to attract. “Like semiconductors or data centers or food and beverage operations and frankly a number of other uses,” Hull said. That quote reflects the vision behind the park’s development — but it is from 2023 and does not indicate what Clearview Dynamics plans to build now. Zoning allows for a range of light industrial uses Roanoke County confirms Woodhaven Technology Park is zoned for a variety of light industrial uses. According to the Western Virginia Regional Industrial Facility Authority, zoning was established following public hearings in 2018, with additional public action in 2020. During that rezoning process, nearby residents raised concerns — primarily about increased traffic, especially truck traffic, according to Roanoke County’s planning department. Any development by a potential purchaser must comply with the approved master plan, applicable zoning requirements and development standards. The biggest question remains unanswered Even with those details established, the central question has no answer yet: What does Clearview Dynamics actually plan to build? The Western Virginia Regional Industrial Facility Authority said it cannot confirm the prospective use of the property at this stage, adding that the purchase agreement represents an initial step in a lengthier inspection and due diligence process and does not constitute a completed sale. Hull responded to a public records request from 10 News, and those documents are pending. 10 News will continue to follow this story as more information becomes available.
